On or about August 15, 2024, Salt Lake County will submit a request to U.S. Department of Housing and Urban Development for the release of HOME Investment Partnership Program funds under Title II of the National Affordable Housing Act of 1990, as amended, to undertake a project known as New City Plaza for the purpose of rehabilitating a total of two hundred ninety-eight (298) 1-bedroom units and one (1) 2-bedroom unit within the two buildings. The project is located at 1966 & 1992 South East, Salt Lake City, Utah 84115. The project will provide fifteen (15) fully ‘Type A'' ADA units and parking spaces, replace/repair concrete sidewalks and ramps, replace roofs and drainage, replace railings and guards, and paint all walls and ceilings throughout the building. The project's rehabilitation costs will address short- and long-term capitalization needs of the project. The total estimated cost is $89,291,814.00 and Salt Lake County has allocated $390,206.00 of HOME funds to the project.
The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements or alternative. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at the Salt Lake County, Housing and Community Development Office, 2001 South State Street S-2100, Salt Lake City Utah 84114 and may be examined or copied weekdays 9 A.M to 5 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to Salt Lake County, Housing and Community Development Office, 2001 South State Street S-2100, Salt Lake City Utah 84114, or at jjimenez@slco.org. All comments received by August 14, 2024, will be considered by Salt Lake County prior to authorizing submission of a request for release of funds.
ENVIRONMENTAL CERTIFICATION
Salt Lake County certifies to HUD that Jennifer Wilson in her capacity as Salt Lake County Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Salt Lake County to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of fund and Salt Lake County's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Salt Lake County; (b) Salt Lake County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Noemi Ghirghi, CPD Regional VIII Director, at CPDRROFDEN@hud.gov. Potential objectors should contact CPDRROFDEN@hud.gov to verify the actual last day of the objection period.
