Overview
The Service Opportunity Assessment Review (SOAR) is a collaborative initiative to review, and where appropriate, reimagine county operations in the areas of physical, digital, human capital, and operational transformation.
Project Goals
The SOAR Project will guide the County through a process of revising, and where appropriate, reimagine how the County delivers services. The project aims to capture the expertise of County employees + leadership, voices of constituents, and industry best practices.
The purpose of the project is to capitalize on opportunities to deliver the broad range of County services in the most efficient, effective, and accessible manner including:
- Optimizing service delivery
- Reviewing the allocation of scarce resources
- Recruiting and retaining the highest quality employees
